The 1951 Convention relating to the Status of Refugees defines a "refugee" as a person who is outside his home country owing to a well-founded fear of persecution by reason of his race, religion, nationality, membership of a particular social group or political opinion. The exclusive use of male language suggests, at least superficially, that men were the intended beneficiaries of the Convention. The refugee regime has therefore been criticised as being androcentric.
